If ten 1-kilogram fish are dying daily and if the fish are worth $2.00 per kilogram, a $1200 treatment of potasium permanganate may not be warranted, especially if nonmedical treatments can be used (e.g., reduce stress). In contrast, the owner of a recreational pond or an individual pet fish owner may be willing to spend several hundred dollars to save just a few fish because the animals' importance transcends their commercial value."
